ABSTRACT:

The OKL Street Library community implements strategic programs designed to support government efforts in eradicating illiteracy in East Nusa Tenggara (NTT). This study aims to analyze the role and effectiveness of these community-led initiatives in promoting literacy within the region. Using a qualitative descriptive method, data were collected through in-depth interviews and field observations, utilizing both primary and secondary sources. The results demonstrate that these community programs play an essential role in the efforts to overcome illiteracy. Children participating in the OKL Street Library showed significant improvements in reading, writing, and language skills. These findings suggest that enhancing human resource quality in NTT must be a shared responsibility between the government and the community. Active community participation, through non-formal education initiatives such as the OKL Street Library, serves as a vital intervention for the development of future human capital in the region.
