ABSTRACT:

As Collaborative Online International Learning (COIL) expands as a scalable form of international and intercultural education, challenges persist in assessing and formally recognizing the competencies developed through virtual exchange. This research proposes a possible framework which positions COIL as a preparatory module that establishes explicit learning outcomes and assessment rubrics for intercultural collaboration and global communication. These outcomes form the basis of quality assurance and prepare learners for deeper engagement during short‑term on‑site study. By incorporating host‑institution course credits into the micro‑credential (MC) and representing them through digital badges and detailed metadata, the model enhances transparency and comparability for employers and universities. The design responds to global debates on the complementary roles of degrees and MCs, emphasizing MCs’ time‑ and cost‑efficiency of bite-sized learning as well as its stack ability onto the former. It creates a hybrid educational pathway that combines the theoretical and research strengths of traditional degrees with the practical relevance and immediacy of MCs, improving short‑term return on investment while maintaining routes toward degree completion. The research identifies a two‑tiered quality assurance system—joint rubrics and internal evaluation supplemented by external review—as essential for ensuring credibility across institutions. It also highlights the importance of aligning learning outcomes with labor‑market needs through industry co‑design and providing financial support mechanisms to ensure equitable access. Overall, the study demonstrates that a COIL‑integrated MC can deliver efficient, bite‑sized learning while enabling the potential of hybrid learning for long‑term academic and professional development.
