Setting Ability Standards for Kazakh and Russian as Second Languages, And English as A Foreign Language in Kazakhstan

ABSTRACT:

The present paper describes the standard setting procedure for the four language skills of Kazakh and Russian as second languages as well as English as a foreign language based on the international standards, described in the Common European Framework of Reference. The need for this procedure came from the development and implementation of the monitoring system of Kazakh and Russian as second languages, and English as a foreign language. The monitoring system, measuring the four language skills of these languages, was developed with close guidance of the Common European Framework of Reference. The language abilities or ‘can do statements’ that were developed and used to describe students’ level in Kazakh and Russian as second languages as well as English as a foreign language required a judgmental decision by experts to finalize the development of the monitoring system. This paper starts with introducing some background information about the monitoring system for the three languages with a rationale for setting international standards. This is followed by a description of two methods, 3DC and Body of Works that complemented each other in relation to all four language skills. Then a discussion of the importance and composition of panel members is included, which is accompanied by the summary of the procedure and outcomes. The results of the standard setting procedure have shown that the monitoring system was developed in agreement with international standards of item development, test administration and reporting.
