Management in Focus: results of a program to improve educational quality in São Paulo, Brazil

ABSTRACT:
In Brazil, the management of educational outcomes has become increasingly central to political agendas related to improving public education over the past two decades. This study is part of a doctoral research project that analyzes a program established by the state of São Paulo to implement a new educational policy aimed at integrating the efforts of public education administrators at various hierarchical levels to improve educational outcomes. Named “Gestão em Foco,” this program was active from 2016 to 2022 and employed a process-based methodology derived from approaches in the field of Business Management. In this study, data were collected to assess the effects of the program through a historical analysis of learning indicators and student approval rates in elementary and secondary education. A quantitative methodology was used for descriptive analysis. The sample design included all public schools listed in the São Paulo government database, corresponding to more than five thousand three hundred elementary and secondary schools. The data were tabulated using Excel, comparing the results of learning indicators and approval rates for each school over the historical series from 2005 to 2019. The results indicated some stagnation in student performance throughout the educational stages analyzed, marked by changes that remained within the margin of error for evaluation instruments of this scale. This suggests low effectiveness or even an absence of results in terms of the program’s intended improvements in educational quality during the analyzed periods.
