Education Policy and Knowledge Based Economy: Major Trends in Georgia

ABSTRACT:
During the process of globalization, technological achievements and business dynamics, countries like Georgia are gradually shifting to Knowledge Based Economy (KBE). New paradigm of thinking and acting in a country caused knowledge revolution and economic transformation. How to measure success and challenges of KBE in Georgia? What are ongoing challenges, opportunities and trends related to KBE enhancement in Georgia? What is the trajectory and moto of country’s education policy towards the KBE? To answer those questions, the following research paper is using specific framework and indexes. Different measurement models can be used to assess and analyze KBE. Out of well-known four major pillars of KBE paradigm (economic incentives, education and skilled workforce of the country, innovation ecosystem and information infrastructure) the following paper focuses on only one pillar (education) and reviews nationwide KBE trends during the last 10 years. Believing that driving force of utilizing country’s KBE lies on knowledge and country’s education system, the Knowledge Based Assessment Methodology (KAM) was used as the framework when shaping the paper. By analyzing the trends of KBE in Georgia, sets of findings and recommendations are provided. The following paper will serve for the further more broad and complex analysis on international level.
