TOPS framework for the development, implementation and evaluation of e-learning programs: a systematic literature review

ABSTRACT: 

The aim of this study was to propose a comprehensive framework for developing, implementing and evaluating e-learning programs in higher education institutions. A systematic literature review (SLR) using PRISMA2020 checklist was used to analyze previously published frameworks related to e-learning implementation. Data search was carried out to retrieve all literature pertaining to the researched topic published in 4 different databases (Springer, ScienceDirect, Masader and Google Scholar) using a myriad of selected keywords that represent the topic. A total of 15 studies were selected and reviewed. The finding of this research is a proposed comprehensive framework for e-learning programs based on the review conducted. The proposed framework encompasses four major aspects namely technological, organizational, pedagogical and stakeholders (TOPS). Supported by the literature review conducted for the sake of this research, the four aspects are considered important in planning any e-learning course or program to ensure its success. The framework is expected to help higher education institutions in recognizing the essential dimensions necessary to start e-learning programs.
