Development of Global Leadership Competency Model for Malaysian Educational Leaders

ABSTRACT: 

The rise of global trends demand leaders to be globally competent in all sectors including education. The education sector has been severely impacted by the COVID-19 pandemic. Even though it was clearly pointed out in the literature that there is a need for empirical research in the development of global leadership competency for educational leaders, little research has taken place on the essential global leadership competencies in the education field. Hence, a design and development research of global leadership competency for leaders administering the education system was conducted in order to develop a global leadership competency model for educational leaders. In the need analysis phase 9 educational leaders were interviewed. The design and development phase of the model utilized Nominal Group Technique and Interpretive Structural Modelling consisting of 11 experts from the education field. Lastly, the usability phase employed Fuzzy Delphi Method made up of 25 experts from various educational field to evaluate the model. The findings concluded 89 global leadership competencies categorized in 5 dimensions and 18 themes based on experts’ consensus. The findings further revealed that domestic leadership competencies still apply in preparing educational leaders to administer the education system and it should run parallel with global leadership competencies in order to cope with globalization.
