Managerial research in state-owned enterprises: taking stock after four decades and looking ahead

ABSTRACT:

Research Question/Issue: This study responds to calls for more research on managerial processes and practices in state-owned enterprises (SOEs) by taking stock of existing knowledge about SOE management, assessing the current state of the research, and identifying areas for future SOE managerial research.

Research Findings/Insights: This study employs a systematic literature review to examine 141 articles on SOE management published over approximately four decades. The review categorises the main types of managerial practices/processes studied, evaluates the extent to which each category has been researched, and identifies areas requiring further research. A key insight is that—despite 42 years of scholarship—many of the early concerns raised in the 1980–1982 period (and some emerging issues) remain largely unaddressed.
Theoretical/Academic Implications: The study advances SOE scholarship by consolidating a fragmented body of work into a clearer thematic map of SOE managerial research and by highlighting where research convergence remains lacking. Documenting what has been studied versus what remains underexplored provides a foundation for more focused theorising and future research agendas in SOE management and governance.
Practitioner/Policy Implications: The review provides a structured, macro-level evidence base to help policymakers, regulators, boards, and SOE leaders prioritise reforms and managerial improvements. By pinpointing persistent and under-researched managerial problem areas, it supports more targeted interventions aimed at strengthening SOE managerial practices and overall organisational performance.
