Design and Implementation of an Integrated Performance Management System: A Framework for Modern Organizations

ABSTRACT:

In today’s business environment, Performance Management Systems (PMS) have emerged as vital frameworks for aligning strategic objectives with operational activities. A PMS is an integrated set of processes designed to plan, monitor, and improve performance by translating organizational goals into measurable indicators. While its focus varies across sectors—ranging from public administration and healthcare to technology-driven industries, the fundamental purpose remains the systematic management of tasks to enhance productivity and accountability. This study explores the theoretical foundations of PMS, emphasizing its role in fostering data-driven decision-making, continuous organizational learning, and transparency within diverse contexts, including Industry 4.0 and knowledge-based ecosystems. Building upon this conceptual framework, the research proposes an end-to-end, objective employee performance evaluation system specifically designed for a credit rating company in İstanbul. The methodology involves identifying Key Performance Indicators (KPIs) from existing literature and internal studies and structuring them into a hierarchy of main and sub-criteria. To ensure a robust and unbiased evaluation process, the Best-Worst Method (BWM), a multi-criteria decision-making (MCDM) tool, was employed to determine the relative weights of these criteria. The proposed system was validated through a simulation for a specific organizational position, demonstrating its practical applicability. Following the successful simulation, this realistic PMS framework has been actively integrated into the company’s operational practices. The study concludes that integrating MCDM models such as BWM into PMS design enables organizations to transform raw performance data into sustained organizational improvement and strategic excellence, thereby bridging the gap between theory and practice.
