Statistical Survey on The Functioning and Foundational Learning Skills of Children Living in Georgian Households: Functional Difficulties and Education Indicators

ABSTRACT:
This paper presents the survey design and empirical findings of a statistical survey on the functioning and foundational learning skills of children living in Georgian households. The statistical survey aimed to assess the functional and foundational learning skills of children aged 7-14 living in households in Georgia and to produce indicators on the wealth index, overcrowding rate, Sustainable Development Goal (SDG) indicators, as well as other internationally comparable indicators of living standards.
To achieve the statistical objectives of the survey, a stratified three-stage cluster random sampling design was implemented. The primary sampling unit (PSU) was the enumeration area, the secondary sampling unit (SSU) was the household address, and the tertiary sampling unit (TSU) consisted of all children aged 7-14 living in the selected households. To ensure a 10% relative margin of error, based on a modification of the standard error formula for complex surveys, the sample size was determined to be 3,597 households.
According to the statistical survey, the participation rate in organized learning reached 94.4%. The adjusted net attendance rate was 96.9% at the primary level, 95.1% at the lower secondary level, and 84.6% at the upper secondary level. The completion rate for primary education was 99.7%, for lower secondary education -99.1%, and for upper secondary education -88.7%. The percentage of children aged 7-14 who receive help with homework amounted to 60.1%. In addition, 54.8% of children demonstrated at least a minimum proficiency level in reading, while 37.0% demonstrated at least a minimum proficiency level in mathematics (Grades 2/3).
