A Study of a Resilience Evaluation Model for Semiconductor Supply Chains

ABSTRACT:

Under global geopolitical competition, Taiwan’s semiconductor industry is a cornerstone for global supply chain stability. However, technological blockades and environmental risks pose severe challenges to its resilience. This study employs a mixed-method research design, combining the Modified Delphi Method and the DEMATEL-based Analytic Network Process (D-ANP) to construct a quantitative resilience evaluation model.
The findings reveal that “Demand and Supply Forecasting” and “End-to-End Visibility and Data Governance” are the most critical factors. Causal analysis indicates that “Anticipation” and “Learning” act as core drivers, generating feedforward effects that significantly enhance “Response Velocity” and “Recovery Mechanisms.” This research confirms that resilience governance must follow a “Causal-driven” logic. The model assists firms and governments in precisely allocating resources to ensure the competitive advantage of Taiwan’s semiconductor industry in the global value chain.
