Transforming School Safety through Web-GIS: Evidence from Taiwan’s Integrated Disaster Risk Assessment and Management

ABSTRACT:

The escalating complexity of compound disasters necessitates a systematic approach to school-level disaster risk reduction (DRR). This study evaluates the implementation and outcomes of Taiwan’s “School Safety GIS Platform,” a centralized system that integrates multi-source governmental big data to standardize risk assessments across categories including earthquakes, floods, slopes, and tsunamis. According to the 2025 (Year 114) assessment, the platform identified 513 schools with high earthquake potential and 1,731 with high flood potential nationwide. Notably, the refinement of spatial simulation grids successfully narrowed tsunami-prone areas from 169 to 28 schools, enabling more precise resource allocation and emergency planning.
To assess the practical impact on educational frontline workers, a comprehensive survey was conducted with 1,091 practitioners following disaster assessment briefing sessions. The results indicated a high level of system efficacy: over 90% of participants demonstrated a correct interpretation of disaster potential levels, and 93.2% affirmed that the platform significantly bolstered their campus risk management capabilities. The integration of Web-GIS has transformed administrative workflows from traditional subjective judgment to evidence-based spatial decision-making. These findings suggest that Taiwan’s model not only improves the precision of hazard identification but also enhances the spatial thinking and disaster literacy of educators. By bridging technical geospatial data with educational practice, this platform serves as a vital tool for institutionalizing school resilience and ensuring the safety of the learning environment in an era of climate uncertainty.
