ABSTRACT:

Responding to the changing economic landscape necessitates evaluating the development processes of Entrepreneurship Education (EE) curricula amid current economic challenges. Misalignment between policies and implementation can yield suboptimal EE programs, leaving graduates ill-prepared for entrepreneurship. Examining how the curriculum development aligns with policies and local Higher Education Institutions (HEI) can offer more sustainable and pedagogical recommendations. The thesis specifically aims to review EE curriculum policy processes in Oman and Finland from a multi-level perspective, providing a comparative study that enhances our understanding of the similarities and differences in developing EE curricula in HEI. By employing the Non-Affirmative Theory (NAT) as an evaluative instrument, it furnishes a pedagogical framework for multi-level processes, acknowledging their interdependence as crucial elements for achieving successful curriculum development. This systematic literature review thesis concludes with a qualitative comparative study contrasting Oman and Finland. The anticipated findings offer valuable insights for policymakers, educators, and researchers, guiding policy reforms and enhancing the quality of universitybased entrepreneurship education.
