New Security Contexts of Present-Day Geopolitical Situation

ABSTRACT:

The importance of security at global and national level is clearly growing in current geopolitical conditions. This is due to a dramatic increase in a wide range of real and potential threats. Political and military conflicts are intensifying, as are information, hybrid, energy, economic, ecological and terrorist threats. As the Armed Conflict Survey 2023 shows, at global level, the conflict intensity has increased year after year, the duration of military conflicts and the number of casualties has increased. They are transnational in nature. One does not currently see security only in terms of a life free from fear and deprivation. The concept of security has been interpreted as “a state in which people are free from danger or threat” (Oxford Dictionary). The new geopolitical realities call for a reassessment of the nature, content and scope of security. Security has a multidimensional projection. The violent war in Ukraine, terrorist acts in the Middle East, violent acts in Europe are perceived as potential threats at national level, which are reflected on the individual level of security or fear. The theory of “Butterfly Effect” of threats in remote environments triggers individual, social group and collective societal experiences. It is significant that the international legal framework for peace and security is not working, and that global (UN) and regional security bodies (European Society of Contact Dermatitis (ESCD), Emerging Security Challenges Division (ESCD)) are not having any visible success. There is no common policy and strategy for peace and security at global and regional level. There are contradictions in the understanding and strategies of individual countries to achieve common global security.
