The USAID COLLABORATION Program in Papua & West Papua: Design and Potential for Indonesia-U.S. Bilateral Cooperation

ABSTRACT:
This thesis examines the design, goals, and impact of USAID’s “Kolaborasi” initiative, which was introduced in 2019 to promote US-Indonesia cooperation, with an emphasis on the Papua and West Papua areas. The program aims to increase citizen participation in local development and improve governance in these communities. The research examines how the program is designed, its primary objectives, activities, and the methods used to attain its goals. Using qualitative data from interviews with Kolaborasi workers and local government officials in the targeted provinces, the study investigates how the program is being implemented on the ground and the obstacles and triumphs experienced. The study also examines publicly available program materials to determine how effective Kolaborasi will be in meeting its objectives and creating a meaningful difference in governance and citizen involvement. This thesis investigates how USAID Kolaborasi might help improve local governance and enhance participation in Papua and West Papua, as well as provide insights into the broader possibilities of US aid programs in Indonesia. By examining how these programs influence policy and communities, it also makes recommendations for increasing the success of international development projects in similar circumstances.
