Recurring Public Support and Its Impact on Innovation and Business Performance: Evidence from Portuguese Firms

ABSTRACT:
This study aims to evaluate whether Portuguese companies that receive recurring support for innovation, through public subsidies, are indeed more innovative and exhibit better business performance. The research is applied to 945 Portuguese companies that responded to the Community Innovation Survey (CIS). For this, an original database was used, combining information from five CIS reports, allowing for a comprehensive analysis of the companies over time. The study focuses on investigating the effectiveness of public innovation support, with special attention to those received continuously. In other words, it seeks to understand whether the fact that a company receives recurring support is associated with higher levels of innovation, measured by industrial property records, and superior business performance, assessed by turnover, compared to companies that do not receive this type of continuous support. The research findings can contribute to the formulation of more effective public policies, helping to optimize the impact of innovation incentives and improve business performance. Furthermore, the study offers insights into how public support can be directed to maximize its benefits for the business and innovation ecosystem in Portugal.
