Revisionism Or Realignment? Russia’s Perceptions of The International Order

ABSTRACT:

The international order is described as a profound period of transition, if not crisis, marked by strategic uncertainty, shifting power dynamics, and norm contestation by key actors China, Russia and,, most recently, even the USA. In this context, Russia has emerged as one of the most vocal and assertive challengers to the liberal international order. Frequently labelled a revisionist and a disruptor, Russia’s foreign policy increasingly reflects a critique of Western-led norms and institutions. This paper interrogates whether Russia genuinely seeks to defy the liberal world order and or merely aims to renegotiate its terms to better reflect multipolar realities. It further examines what kind of international order, if any, it proposes as an alternative. By examining Russia’s strategic narratives, that is, official political discourse, doctrinal statements and contributions of leading Russian foreign policy thinkers, the study explores how Russian political elites envision the structure of a future world order and most importantly, its own place within it. The analysis aims to contribute to broader debates about global order transformation and the nature of contemporary revisionism in international relations.
