Educational and Learning Capitals in the Gifted Education of Palestine: A Critical Analysis

ABSTRACT:
This theoretical article explores how educational and learning capitals shape the education of gifted students in Palestine. It begins with an overview of the Palestinian education system, examining the current state of gifted education, including existing challenges and the contributions of public and private institutions. The analysis is guided by the Education and Learning Capital Model, grounded in Systems Theory and the Actiotope Model of Giftedness, which together provide a comprehensive framework for examining the ten key capitals that influence gifted education. Drawing on evidence-based literature, the article identifies essential factors that support the academic success of gifted students in Palestine. It addresses the financial and material resources required for effective program implementation and emphasizes the need for clear definitions of giftedness within the local context. The article also highlights the critical role of teacher training in meeting the specific needs of gifted learners. Ultimately, it advocates for the strategic and equitable use of educational resources to improve learning outcomes and support the development of gifted students while acknowledging the unique systemic challenges faced within the Palestinian context.
