Is Canada fulfilling its obligations to the UN when responding to hate crimes and speech? A summary review of UN recommendations for Alberta and the federal government

ABSTRACT:
Canada’s approach to addressing hate speech and hate crimes needs to be multifaceted, involving a collaborative response at the federal, provincial and municipal levels that utilizes various jurisdictions and legislative powers. This issue of hate has remained a consistent problem in Canada for decades. While hate speech is illegal in Canada, and most activities that deface religious buildings, the rise in this type of crime has been consistent and arguably increasing over the years. This paper compares and contrasts how both federal and provincial jurisdictions in Canada can address the problem of hate, while considering the implementations of international responsibilities both governments are responsible for.
