EQAVET Peer Review Methodology and Experimentation

ABSTRACT:
Merging the European EQAVET instruments with the tools used, by the Italian National Evaluation System, for schools’ self-assessment, several experimentations took place over the last years. Based on the outcomes of these experimentations, the Italian National Reference Point will illustrate the basis of the EQAVET Peer Review methodology at provider and at system level.
Participating in Peer Reviews, as Peers, and promoting pilot projects about Peers’ assessment, the Reference Point focused on the quality assurance of the initial and counting Vocational Education and Training (VET) pathway, creating relevant links with the General Education Evaluation System. Throughout the discussions between the hosting organizations, Peers and other stakeholders, the research results explored several areas of quality assurance in education and training, based on the EQAVET Framework. In particular, the experimentations tried to answer the following research questions: how can the EQAVET indicators be applied in education and vocational training institutes, systems and policies? How can we use quality indicators and descriptors to monitor and review the evaluation process?
The conclusions split into two different areas. One set of results looked at policy and governance questions related to the use of EQAVET indicators and quality areas, and the other outcomes considered the methodological questions related to the technical design of a self-assessment mechanism and the role of the Peers in the evaluation process.
The paper discussed the significant amount of development work that is needed to design and implement such a mechanism and, through practical examples, it supports a reflection on the future revision actions of this process.
