EQAVET Network and Peer Review Methodology

ABSTRACT:

Green and digital transitions, globalization, as well as the ongoing changes, have affected several sectors in Europe, including vocational education and training, by changing the skills and competences economy needs to grow in a sustainable and competitive way. In this sense European Union has acknowledged the importance of promoting a strengthening of education and training; in particular many initiatives have been undertaken to monitor training quality, in order to develop a quality management system. One of the most remarkable, the EQAVET network, is aimed to develop a quality culture in education and training at national and international level. EQAVET provides a framework of common principles, indicative descriptors and indicators that may help in assessing and improving the quality of VET systems and provision. According to the guidelines of the European Commission and starting from the background provided by the European Peer Review methodology, the Italian EQAVET National Reference Point has carried out three-year national research (from 2019-22), by using peer review as an effective tool for mixed internal and external evaluation. As a matter of fact, Peer Review methodology is agile in different teaching and learning settings: it adapts swiftly to diverse training needs and provides quality learning opportunities for those that use it alike. In the national experimentation a network of schools and VET providers was established, by merging the European instruments with the tools used in the National Evaluation System. In the speech the main outcomes of the Italian national experimentation will be reported underlining the strengthen points and the issues to develop.
