Open Government System as a New Model of Modern Public Administration (Analysis of the Case of Georgia)

ABSTRACT: 

The conception of the open governance is one of the most essential challenge and ambitious demand of the contemporary, democratic state. It’s mostly related to the reformation of public governance, which should provide the formation of governments and civil society’s partaking responsibility on central, as well as, local level. All these consist of many interconnected elements. One of the most crucial elements is public institution’s transparent, based on accountability public-political communicative system, which itself consists of the mechanism of the open governance, open data, electronic petition, the platform for discussing and working out recent norms, electronic communicative platform between the existence of office holders and society, alternative and universal ways of services and etc.
Open government, as a new model of public administration, is a very important element of the public-political system, which most effectively ensures the relationship between society and public authorities. According to the principles of open government, the transformation of the public administration system can be considered as a reaction to changes in the country’s public political-administrative system in the context of democratic development, which serves to strengthen the transparency of government activities, accountability and citizen involvement in the decision-making process, using new technologies and innovative methods.
The process of open governance development has a significant impact on the functioning of the public administration system in Georgia. The analysis of the state legal normative and governance practices of modern Georgia allows us to conclude that the introduction of open governance technologies and values helps to reduce misunderstandings between the state an society and to strike a balance. At the same time, the introduction of management openness tools enhances the trust between the state and society, including effective feedback.
Today, it is no longer in dispute that the phenomenon of open government is one of the important challenges and ambitious applications of the modern democratic state, which is related to the reform of public administration, which should ensure the formation of joint responsibility of the government and civil society in the process of functioning of the state.
Accordingly, the interest in it is increasing day by day. Open governance implies greater transparency of government and puts on the agenda a new understanding and implementation of governance functions. Indeed, this means the openness of governance, transparency, accountability to society and the involvement of citizens in the decision-making process, therefore, it is clear that open governance is a political course that should be adjusted to society. Open government as a modern challenge emphasizes such challenges facing public administration as: improving public services, increasing integrity in the public sector, better management of public resources, creating a safe environment and improving corporate responsibility.
The study of open government as a new model of governance is a novelty in the scientific literature. Therefore, open government should be considered as a new model of public administration.
