ABSTRACT:

The current study aimed to measure the impact of transformational leadership practices on talent management practices and to measure the moderation effect of the organizational commitment variable, by applying it to companies operating in the construction sector in New Alamein City. By analyzing questionnaire data obtained from 415 individuals working at various administrative levels in the construction sector in New Alamein City. Using SPSS28 and AMOS27 to analyze the obtained data, which is one of the famous statistical programs. Through this program, a descriptive analysis of the demographic specifications of the sample was obtained, in addition to testing the study hypotheses. The results of the study concluded as follows: Transformational leadership practices are applied to a moderate degree, and the highest application axis was individual considerations, followed by the inspirational motivation dimension, then the ideal influence dimension and the intellectual stimulation dimension. As for the organizational commitment variable, it is applied to a moderate degree, and the highest axis is applied to emotional organizational commitment, followed by normative organizational commitment, then continuity organizational commitment. As for the talent management variable, it came in at a moderate degree, and the highest applied axis was retaining talents, followed by acquiring talents, then developing and developing talents. By presenting the results of tests of the hypotheses of the study model, it was proven that there is a statistically significant effect of the dimensions of transformational leadership on the talent management variable. It was also found that the most influential axis is the axis of individual considerations, and the least influential axis is the axis of intellectual stimulation. We find that the result is consistent with (Jannah and Nafi, 2022), (Smit et al., 2021), (Al-Zayoud and Omri, 2022), (Martkoush, 2022), and (Al-Awaed and Al-Hadabi, 2022). But it does not agree with the study (Hamad, 2016), which indicated that the Ministry of Science and Technology in Jordan does not use transformational leadership in developing its talent management. Organizational commitment, through its dimensions, moderates the effect of transformational leadership on talent management. The majority of the axes have a moderating effect on affective commitment, and the least of them is normative commitment, a moderating effect. This result is consistent with the study (Al-Saeedaat and Al-Rababa, 2020).
