Cross-Country Analysis of the Effectiveness of Commercialization of Scientific Research Results

ABSTRACT:

This research embarks on a cross-national comparative analysis to evaluate the effectiveness of scientific research commercialization, focusing on the United States, Australia, Canada, South Korea, the European Union, and Kazakhstan. Employing methodologies established by the Alliance of Technology Transfer Professionals (ATTP), this study examines standardized metrics such as technology commercialization office resources, intellectual property disclosures, licensing activities, revenues, efficiency, and startup creation activities. Findings reveal a well-established infrastructure in countries like the U.S., Canada, and Australia, supported by dedicated organizations such as AUTM and NSERC, which facilitate effective commercialization processes. In contrast, Kazakhstan lacks a specialized entity for systematic evaluation, reflecting significant gaps in institutional support and resource allocation which impede the country’s commercialization efforts. This study makes a significant contribution by measuring the effectiveness of commercialization in Kazakhstan based on ATTP practices. Additionally, we are conducting work on incorporating and developing methodologies from various countries into Kazakhstan’s assessment framework for commercialization. This initiative highlights the adaptability and application of international methodologies, enhancing the comparative analysis and ensuring a comprehensive evaluation approach. For Kazakhstan, the absence of comprehensive data and specialized organizational support highlights a critical area of need—establishing robust mechanisms for the evaluation and enhancement of commercialization efforts. This research advocates for the development of institutional mechanisms in Kazakhstan to not only improve data collection and accessibility but also to implement a specialized organization responsible for evaluating and fostering technological commercialization. Such advancements are essential for aligning Kazakhstan’s commercialization efforts with international standards and for enhancing the nation’s innovation ecosystem.
