A Conceptual Framework for Performance Evaluation of Tram Lines

ABSTRACT:

Growing environmental concerns and traffic problems in cities around the world are driving local governments and researchers to seek new solutions for urban rail systems. The routes and stop locations of urban rail systems are often the subject of heated and even political debate due to various stakeholder demands and constraints. As cities change over time and rail transport networks expand according to need, the performance of tram lines becomes variable over time. In this study, unlike the literature, firstly, it is conceptually stated that the population coverage of the transport service provided by the tram operator over its lines can be considered as an input in the performance analysis. Then, considering that passenger (customer) satisfaction is one of the main factors in passengers’ decision to use urban transport service, it is again conceptually presented that the service provided to passengers in return for payment can also be considered as an input together with system resources. It is believed that the conceptual framework presented in this paper, together with a comprehensive literature review, provides a resource for discussion with numerical analyses and for analysing the changing performance of tram lines over time with a focus on passenger satisfaction.
