Shaping of University and Industry Collaboration in Latvia

ABSTRACT:
The research provides an analysis of the tools for the development of university and industry collaboration in Latvia between 2017 and 2023.
The tools are divided into five categories, based on the unfolding knowledge and technology from university and industry collaboration, such as academic spin-offs, collaborative research between university and industry, commercialisation of intellectual property rights developed at universities, contract research and networking events. Analysis is based on the main actors in the IUC ecosystem: publicly financed universities or higher education institutions and industry registered in Latvia.
The main tools shaping IUC are project-based, which means that research conducted on IUC in Latvia is fragmented. In addition, the capacity of research funding for small-medium enterprises is limited and the state of public funding of universities and higher education institutions in the European Union is one of the lowest in terms of impacting IUS.
