Analyzing The Impact of Organizational Culture on The Strategic Management of Public Institutions in Iraq

ABSTRACT:
This study investigates the impact of organizational culture on strategic management effectiveness within public sector organizations in Iraq. Adopting a quantitative research design, data were collected from a diverse sample of 300 individuals representing various public institutions across the country. A structured questionnaire employing a five-point Likert scale was used to assess components of organizational culture and their relationship with strategic management outcomes. The analysis reveals a strong consensus among respondents on the critical role of collaboration and teamwork (147 strongly agree), as well as a shared vision and mission (140 strongly agree), in driving organizational success. Descriptive statistics demonstrate high mean scores across key cultural dimensions: Innovation and Risk-Taking (4.75), Collaboration and Teamwork (4.60), Employee Involvement (4.45), Shared Vision and Mission (4.68), and Strategic Management Effectiveness (4.55). Correlation analysis indicates a robust positive relationship between Innovation and Risk-Taking and Strategic Management Effectiveness (r = 0.682). Furthermore, multiple regression analysis identifies Shared Vision and Mission (β = 0.528, p < 0.001) and Innovation and Risk-Taking (β = 0.448, p = 0.005) as statistically significant predictors of strategic effectiveness. These findings underscore the pivotal role of organizational culture—particularly innovation, risk-taking, and a unified vision—in enhancing strategic outcomes. For leaders in Iraqi public sector organizations, the results offer practical guidance on cultivating cultural attributes that foster strategic success.
By prioritizing teamwork, innovation, and shared values, public institutions can significantly improve their strategic management practices and institutional performance.
