Transnational Security in The Context of New Geopolitical Challenges

Dr. Andrejs Vilks, Dr. Aldona Kipane

ABSTRACT:

Security is undergoing a significant transformation in response to current geopolitical dynamics, evolving in content, form, and complexity amidst heightened global threats. The ongoing war in Ukraine, marked by Russia’s full-scale invasion, has caused immense destruction and loss of life, reshaping the region and illustrating the devaluation of human life. Additionally, security is increasingly characterized by its transnational nature, with various forms of aggression—informational, economic, political, and military – spreading across much of modern civilization. The United States’ new administration, while asserting the nation’s global significance, has sparked notable disruptions across political, economic, and military spheres.
Meanwhile, Europe, rooted in democratic principles and the rule of law, struggles to respond to global challenges with sufficient flexibility and unity. The European Union’s sanctions against Russia, despite 16 consecutive packages, remain ambiguous, and its 2021–2027 budget allocates only €16.4 billion for security and defense. Overall, the lack of a unified security concept and strategy, particularly in Europe and the Americas, contrasts sharply with the rising scale of global and regional threats.
