ABSTRACT:

The Total Defense Concept (TDC) is a modern approach to national security that combines public and private resources to counter hybrid threats. In contrast to traditional military strategies, TDC emphasizes a whole-of-society approach that encompasses economic, social, technological, and political measures to create long-term resilience and stability.
This coordination ensures the effective mobilization of national resources to defend sovereignty. This model is especially vital in regions with increasing military risks and geopolitical uncertainty. The key principle is that security cannot depend solely on the military – businesses, civilians, and institutions must actively contribute. Mobilizing economic and technological resources creates a solid security framework that strengthens national defense while at the same time reducing global security threats. Strengthening early warning systems and crisis management is essential to identify and neutralize emerging threats. Timely risk detection and preventive measures are critical in the face of growing geopolitical challenges and external aggression. International relations and security studies provide the main theoretical foundations for the development of a total defense strategy. Various frameworks explain war, peace, power dynamics, and state cooperation, which shape effective national security policies. This paper examines the impact of modern defense strategies on Georgia’s security and highlights the need for a Total Defense Concept (TDC). In an era of hybrid threats and geopolitical instability, TDC enhances resilience by integrating military, economic, and civilian efforts, ensuring national readiness, enhancing deterrence, and ensuring Georgia’s long-term stability.
