Analysis of the opportunity to use public funds to increase the efficiency and effectiveness of the governance act in the Romanian public system

ABSTRACT:
The area of public policies in Romania is particularly analyzed from the perspective of efficiency, effectiveness and economy, both for reducing the level of public funds allocated for the purpose of implementing governance policies, and for identifying the risks that loom over the public system. We believe that it is necessary for the area of public policies to be converged with the increase in the level of competitiveness of the economy, for creating a common framework for implementing economic policies, and for applying common instruments to correct the deficiencies of the Romanian economy. The project will analyze, holistically and comprehensively, the allocation of public funds to increase the level of governance in the public system, the way to manage them through the audit function, internal managerial control and risk management.
The paper proposes a dashboard for the opportunity analysis regarding the management of public funds in consensus with national objectives in terms of public funds, taking into account the programmed result indicators and their level of achievement, and thus, correcting the programmatic framework to propose means to remedy the conditions that maintain the state of decline.
