Racism, Xenophobia, and Public Policy in India

ABSTRACT:
There are numerous cases of racial discrimination in India against African migrants. The rigid Indian caste system contribute to such practices of xenophobia. This paper argues that a policy action is required against such racist practices. It critically analyses Indian Citizenship Amendment Act (CAA), 2019 and examines the root causes of the policy problem. Has this Act produced a narrowing of the gap in addressing xenophobia? This study finds that despite anti-discriminatory policies in Acts 14, 15 and 16 of the Indian constitution, there are rampant cases of racism, owing to political, religious and cultural factors, which are not in alignment with the United Nations sustainable development goals. This paper engages with a critical qualitative analysis of the root causes of the policy problem as a methodology and proposes specific points of intervention.
