ABSTRACT:

Annotation. The article examines the problem of intercultural communication in the context of modern international relations and analyzes the role of bilingualism as a factor in improving the effectiveness of diplomatic interaction. Special attention is paid to the influence of cultural codes on foreign policy decision-making processes and the emergence of international conflicts. The author substantiates the thesis that bilinguals with dual linguistic and cultural competence are able to act as intermediaries between states, reducing the risks of distortion of meanings and conflicting interpretation. At the same time, the legal problem of restricting the admission of persons with dual citizenship to diplomatic and public service in a number of countries is revealed. The article analyzes the relevant legal norms and formulates a proposal on the expediency of introducing exceptions that allow using the potential of bilinguals in the interests of international cooperation and sustainable development of foreign policy relations.
