Does Project Management Information System Influence the Operational Performance of Public Information Systems Departments in The Moroccan Public Sector?

ABSTRACT:

The operational performance of the Information System Departments (ISDs) of the Moroccan Ministries is the central part of the puzzle for the effectiveness and efficiency of digitalized public services. Based on this idea, the Project Management Information System (PMIS) emerges as the key tool for optimizing the planning, execution and evaluation of IT projects within public ISDs. This article explores the conceptual framework of operational performance and PMIS in public ISDs, highlighting the role of this system in the overall success of IT projects and, thus, the operational performance of these departments. In addition, we will examine how the PMIS contributes to the evaluation of the operational performance of public ISDs through several indicators. This article also raises the challenges of this system, including the complexity of integration, resistance to change and data security issues. The study concludes with future prospects and recommendations for maximizing the impact of PMIS on the operational performance of ISDs in Moroccan ministerial departments.
