From Hesitation to Engagement: Understanding Barriers to Study Abroad Participation in Japan

ABSTRACT:
Building on Nakagawa’s (2024) exploratory work, this study investigates the key factors contributing to Japanese university students’ hesitation toward study abroad participation during the 2023–2024 academic year. Survey data were collected from 150 students across institutions in the Kanto and Chubu regions using a structured questionnaire addressing psychological, logistical, and sociocultural barriers. Exploratory factor analysis identified three major clusters of hesitation: (1) Perceived Foreign Risk and Inconvenience, (2) Information and Process Understanding Barriers, and (3) Personal and Familial Concerns. Compared with the previous year, an increase in fear-based responses suggests the growing influence of global uncertainty and media representations on students’ perceptions. The findings highlight the need for targeted pre-departure orientations, transparent communication of procedures, and supportive institutional frameworks to reduce hesitation and foster engagement. This research also offers valuable guidance for institutions seeking to expand international partnerships and enhance the effectiveness of global education initiatives. Overall, the study provides practical insights for TESOL professionals, program coordinators, and policymakers aiming to strengthen the accessibility and impact of international education in Japan and beyond.
