ABSTRACT:

When preparing Teaching Assessment and Discipline Ranking, the gathering of teaching and research data is a regular job to be done by teachers and administrative personnels. As the deepening of digitalization of teaching and research, the total amount of such data is larger and has more fields than before, resulting in heavy statistical workload and low accuracy. At the same time, for the consideration of massive data security, it is not easy to open to all teachers and personnels. To solve the contradiction between the convenience and security in data using, it is necessary to clarify a basic problem from the view of information ethics, that is, how to balance between convenience and security? Teaching and scientific research data are generated in the process of teaching and research practice, involving the subject of teaching and research personnel and students, and the ownership right is not controversial. However, after data integration, the administrative department has the right to access and dispose of the whole data. While ordinary teaching and research personnel and students no longer have access to them, which brings out the problem of inefficient data using. In order to improve the efficiency, once the access to all data is opened to all users, it will bring data security problems. To solve this problem, the teaching and research administrative department should take the initiative to improve the technical level of data management, and explore the establishment of a cross-system flexible information collection system based on authority management. On the premise of continuing to use the existing data systems, the data access rights are accurately allocated to the necessary users according to the task needs, so as to achieve a balance between the convenience and security of data using.
