Roles of Institutions in Mitigating the Adverse Impacts of Climate Change on Agriculture

ABSTRACT:

This paper examines whether institutions at the country levels can mitigate the adverse impacts of climate change on agriculture. We first segregate total agricultural exports into various product categories such as meat and crops. We discover that the meat sector is less affected by the climate change than the crop sector. We also find that better institutions such as legal and financial institutions can significantly mitigate the adverse effects of climate change on agricultural exports. We identify property rights institution and credit market efficiency are among the reasons explaining why institutions can mitigate the adverse impacts of climate change. Our findings have practical implications for agricultural exporters and producers. Countries with stronger property rights institutions and credit market institutions, for instance, are better in ameliorating the adverse impacts of climate change on agricultural exports/production than those beset with the weaker institutions.
