Policy Golden Visa for Foreign Investor Spaceport Development Biak Papua Republic of Indonesia

ABSTRACT:
Regulation of the Minister of Law and Human Rights Number 22 of 2023 concerning Visas and Stay Permits and Regulation of the Minister of Finance Number 82 of 2023 promulgated on 30 August 2023 became the basis for the implementation of the Golden Visa policy. Hopefully, with this policy in the future Indonesia will also receive a similar impact. Moreover, our country has a lot of potential to be managed and development economy. Investment spaceport development technology for renewable energy Biak Papua Republic of Indonesia and System diplomacy. A spaceport is a launch facility that has been used for at least one successful orbital launch. Spaceports are introduced by developed countries in the space sector. In its development, developing countries in the space sector such as Indonesia are also planning to build spaceports. The Indonesia spaceport development is based on Law no. 21 of 2013 on Space Activities and Presidential Regulation of the Republic of Indonesia No. 45 of 2017 on the 2016-2040 Master Plan for the Implementation of Space. Eastern Indonesia, especially Biak, Papua was chosen as the location to build a spaceport. However, Indonesia faces problems in building the Biak spaceport, namely the nature of space technology which is high-tech; high-cost; and high-risk. The purpose of this research is to find out and analyze the role of the Biak spaceport in Indonesian public diplomacy. The design of this research is descriptive qualitative which applies the theory of liberalism, the concept of cooperation, and the concept of public diplomacy. The results of this study indicate that the cooperation carried out by Indonesia through the National Institute of Aeronautics and Space of Indonesia in building the Biak spaceport presents knowledge transfer, technology transfer, and the strategic value of the Biak spaceport to play an important role in Indonesian public diplomacy. Spaceports have experienced rapid growth in recent years, but have also faced significant challenges related to management and sustainability, particularly in developing countries like Indonesia. This literature review examines the role of supporting technologies in promoting sustainable spaceport development. Environmental and social concerns, such as disruptions to community activities, emissions, and environmental damage, have emerged as key issues associated with spaceport activities. By promoting open innovation and actor interaction, however, spaceports can foster sustainable development, taking into account infrastructure, social, and economic considerations. This approach aligns with the increasing demand for environmentally friendly practices in the space industry, which can attract investors and support further development. Safety and sustainability considerations should be integrated into every aspect of spaceport operations, given the high risks associated with rocket launches. Overall, this study contributes to a better understanding of the complex interplay between actors and technologies in shaping sustainable spaceport development.
