Hiroko Tsuboi-Friedman
ABSTRACT:
Adopting the UNESCO 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions marked a significant milestone in cultural policy and the creative industries. This paper explores the instrumental role of civil society in promoting cultural diversity, as emphasised in Articles 11 and 6(2e) of the Convention. The paper examines the historical background of civil society, the development of these articles, their implementation through the Convention’s Operational Guidelines, and the ongoing challenges and future potential for civil society’s engagement in cultural governance.
