The Post-Pandemic Re-Positioning of a Canadian Bilingual Offshore School in The Paris Region: The Value-Added of Purpose, Presence, And Place

ABSTRACT: 

This presentation will examine the post-pandemic re-positioning of a Canadian bilingual offshore school accredited through the British Columbia Ministry of Education’s Global Education Program. This presentation will presents the results of a long-term study of the value-added of the Canadian Bilingual School of Paris (ECB-CBS) in the international school community in the Paris region. There are currently 47 BC- certified offshore schools in eight (8) countries, including Bahrain, China, Columbia, Egypt, France, Japan, Qatar, and Thailand. The ECB-CBS is the only BC- certified offshore school offering a bilingual, dual-language program in Canada’s two official languages, with 50% instructional time in English, and 50 % instructional time in French. The long-term study includes an overview of the school’s critical target families; identifying the school’s value-added to the international school market in the city of Paris; and developing an action plan, recommending key priorities, and strategies for future recruitment and enrolment. In each of the phases of the forensic analysis, objectives, deliverables, and results were identified and defined through the collection of data and evidence, including a broad range of observations and conversations. The study is grounded within the frameworks of the Canada’s Constitutional Acts, including the Charter of Rights and Freedoms, the Official Languages Act, and the Education, and Independent School Acts of British Columbia, including language education policies at the provincial level in Canada. The significance of key descriptors including ‘international’, ‘offshore’, ‘bilingual’, and ‘private’ are the focus of this study.
