ABSTRACT: 

Policy on selecting candidates for official schools of the ministry of law and human rights of the republic of Indonesia during the corona virus (covid-19) pandemic. Government Regulation Number 10 of 2014 concerning Official Education and Law Number 12 of 2012 concerning Higher Education and using theory according to (Matland, 1995 ; Pressman and Wildavsky, 1973, Stoker, 1991) Referring to this fact, recently there has been a wider effort on a constitution that was formed with a better policy design. From here it presents its own challenges for those who want to understand the relationship between policy design and policy implementation.

This study uses a qualitative method. Based on the results of research and discussions regarding policy on selecting candidates for official schools of the ministry of law and human rights of the republic of Indonesia during the corona virus (covid-19) pandemic to become a leading official university in Indonesia that produces State Civil Apparatus in the field of Immigration who has international standard competence, organize high-quality learning programs in the context of mastering knowledge and expertise in the field of Immigration with international standards; conducting high-quality applied research in the context of developing and applying knowledge and expertise in the field of Immigration with international standards; carry out high-quality community service in the context of applying knowledge and expertise in the field of Immigration with international standards; implement the values of struggle so that an attitude of habituation is formed to worship, have noble character, learn continuously, work, be useful, humble and clean of heart; carry out training programs in order to grow and improve professional abilities; carry out parenting programs in order to form the identity of students who are responsive, responsive, trengginas and compassionate and the community obtains legal certainty. realizing quality laws and regulations; realizing quality legal services; realizing quality law enforcement; realizing respect, fulfillment, and protection of human rights.
